Background
The Ministry of Public Works and Housing (PUPR) is one of Indonesia's largest government institutions, with over 30,000 employees spread across the entire archipelago. As the ministry responsible for the nation's strategic infrastructure — from water resources, roads, and bridges to urban planning and sanitation — PUPR produces an enormous volume of technical knowledge each year. Guidelines, feasibility studies, construction innovations, and training materials accumulate across dozens of organizational units without a unified management system.
Challenge
Before KLOP, knowledge within the Ministry of PUPR was scattered across isolated systems and organizational units. The key challenges included:
- Information fragmentation: Technical documents, guidelines, and innovations were stored in dozens of disconnected systems, making it difficult for 30,000+ employees to find relevant information
- Inefficient manual searches: Employees spent hours searching for the right documents due to the absence of an intelligent centralized search mechanism
- Competency gaps between regions: Employees in remote areas struggled to access the same training materials and knowledge base available to their colleagues at headquarters
- No systematic knowledge sharing: Lessons learned from infrastructure projects in one region were not systematically distributed to other regions
Solution
GTM built KLOP (Knowledge Learning Organization Portal), an integrated knowledge management portal combining four core pillars in a single platform:
E-Knowledge
A unified document center storing technical guidelines, innovations, feasibility studies, and video tutorials across all PUPR sectors — from housing development planning to construction management and environmental stewardship.
E-Learning
An online training platform offering courses on construction error prevention, risk management, internal compliance, public-private partnerships, and construction supply chain management.
LLM-Powered Search
An AI-assisted search feature that allows employees to ask questions in natural language and receive relevant answers from across KLOP's entire knowledge base — eliminating the need to know exact technical keywords.
Community and Collaboration
Community features enabling PUPR employees to share experiences, participate in discussions, and collaborate across organizational units and regions.
Development Process
KLOP was developed through an iterative approach over several months:
- Discovery and needs analysis: Interviews with various PUPR units to understand information search patterns and existing pain points
- System architecture: Designing an architecture supporting integration of multiple data sources with AI/LLM search capabilities
- Phased development: Building e-knowledge and e-learning modules first, followed by LLM integration and community features
- Training and onboarding: Training sessions for content administrators and socialization across all ministry employees
- Launch and iteration: Phased rollout with continuous improvements based on user feedback

- Information search time reduced from hours to minutes thanks to LLM-powered search
